Challenges and Actions Required to Achieve Millennium Development Goal 7, Target 11

Recognize that the urban poor are active agents and not passive beneficiaries of development:
  • Work with local communities and municipalities to upgrade slums.
  • Negotiate planning decisions and the use of public resources.
Improve governance:
  • Recognize the “Right to the City.”
  • Plan for development.
  • Adopt local strategies.
Support and enact local pro-poor policies:
  • Enact legislation banning forced evictions and provide security of tenure.
  • Take action on land issues.
  • Provide adequate and affordable infrastructure and services.
  • Enable community contracts and partnerships.
  • Build and maintain public transport systems and services.
  • Enact building codes and regulations that reflect the needs of communities.
  • Plan for adequate alternatives to the formation of new slums.
  • Involve the private sector.
  • Create jobs citywide.
Mobilize resources and investments:
  • Mobilize financial, land, and human resources.
Empower local action:
  • Develop and strengthen networks.
  • Support international initiatives.
  • Adopt Millennium Cities strategies and launch campaigns.
Monitor progress toward Millennium Development Goal 7, Target 11:
  • Link local actors and local knowledge with global monitoring.
